How strong is the encryption?+
AES-256, applied by qpdf compiled to WebAssembly. The password never leaves your browser, because the encryption happens here.
What do the restrictions actually do?+
They set flags that well-behaved readers honour. They are a request, not enforcement — a determined reader can ignore them. The password is the part that actually protects the file.
What if I forget the password?+
Then the document is not recoverable, by us or anyone else. That is the point of encryption.
